On a bridge, no less. Where sheer numerical advantage becomes moot. They were clearly ordered to retreat by the eye in the sky. But yeah, if you're not going to take advantage of a bridge for a standoff, then you're pretty much screwed...unless you have a hill with a bunker on top with the means for hot tar delivery. And do the cops have giants in their arsenal?
